Decriminalization since 2001Od leta 2001 so vse droge dekriminalizirane na Portugalskem. Po poročilih EUDA: smrti zaradi drog so med najnižjimi v Evropi, okužbe s HIV med uporabniki drog so se drastično zmanjšale, več ljudi je v zdravljenju, manj zapiranj zaradi kaznivih dejanj z drogami.

🇨🇭 Switzerland
Heroin Program since 1994Švicarski program razdeljevanja heroina (od leta 1994) kaže po Zveznem uradu za javno zdravje: občutno zmanjšanje premoženjskega kriminala, izboljšana socialna integracija, merljive zdravstvene izboljšave. Program je ocenjen kot uspešen s strani švicarske vlade.
The Model:
- Heroin-Assisted Treatment (HAT) for severely addicted
- Pharmaceutically pure heroin under medical supervision
- Daily visits to specialized clinics
- Integrated into comprehensive treatment program

🇳🇱 Netherlands
Coffeeshops since 1976Kljub kavarniškim prodajalnicam je poraba kanabisa na Nizozemskem pod povprečjem EU. Model kaže: toleranca ne vodi samodejno do višje porabe.
The Model:
- "Gedoogbeleid" – Tolerance policy for cannabis
- Licensed coffeeshops may sell up to 5g
- Strict rules: No advertising, no minors, no hard drugs

Sweden
Repression instead of RegulationŠvedska trenutno vodi enega najtršjih represivnih tečajev v Evropi proti kriminalu tolp: več policije, strožje kazni, hitrejše deportacije. Kljub temu nasilje tolp, kriminal povezan z drogami in novačenje mladoletnikov ostajajo na visoki ravni. Država kaže, kaj se zgodi, ko se izbere represija namesto regulacije.
The Current Strategy:
- Harshest penalties, faster deportations of allegedly criminal foreigners
- New laws against gang membership and "socially harmful behavior"
- More police, surveillance, repression policy
- Political narrative: Migration = Crime
What Sweden Shows:
Preprosto "tršje udarjanje" ne rešuje temeljnih vzrokov. Dokler trg z drogami ostaja nezakonit, so profitne marže dovolj visoke, da se vsako tveganje izplača. Tolpe nadaljujejo z novačenjem, nasilje se premika, problem vztraja. Regulacija naslavlja strukturne vzroke: nadzorovane snovi, zakonite dobavne verige, odvzem virov dohodka kartelom. Pot Švedske kaže: brez politične vizije za regulacijo vedno grozi mantra "trše, hitreje, deportiraj" – politika, ki se bori s simptomi brez zdravljenja bolezni.
🇨🇦 Canada
Cannabis Legalization since 2018Canada was the first G7 country to fully legalize cannabis. The model shows how a regulated market can be built – with lessons for other countries.
The Model:
- Federal legalization with provincial implementation
