Decriminalization since 2001Od 2001. sve droge su dekriminalizirane u Portugalu. Prema izvješćima EUDA: smrtni slučajevi od droga su među najnižima u Europi, HIV infekcije među korisnicima droga drastično su smanjene, više ljudi je na liječenju, manje je zatvaranja za kaznena djela vezana za droge.

🇨🇭 Switzerland
Heroin Program since 1994Švicarski program distribucije heroina (od 1994.) pokazuje prema Saveznom uredu za javno zdravlje: značajno smanjenje imovinskog kriminala, poboljšana društvena integracija, mjerljiva poboljšanja zdravlja. Program je ocijenjen uspješnim od švicarske vlade.

🇳🇱 Netherlands
Coffeeshops since 1976Unatoč coffeeshopovima, potrošnja kanabisa u Nizozemskoj je ispod prosjeka EU. Model pokazuje: tolerancija ne vodi automatski većoj potrošnji.

Sweden
Repression instead of RegulationŠvedska trenutno provodi jedan od najtvrđih represivnih kurseva u Europi protiv kriminala bandi: više policije, strože kazne, brže deportacije. Ipak, nasilje bandi, kriminal povezan s drogama i regrutiranje maloljetnika ostaju na visokim razinama. Zemlja pokazuje što se događa kada se odabere represija umjesto regulacije.
The Current Strategy:
- Harshest penalties, faster deportations of allegedly criminal foreigners
- New laws against gang membership and "socially harmful behavior"

What Sweden Shows:
Jednostavno "jače udaranje" ne rješava temeljne uzroke. Dok god tržište droga ostaje ilegalno, profitne marže su dovoljno visoke da se svaki rizik isplati. Bande nastavljaju regrutirati, nasilje se premješta, problem ostaje. Regulacija rješava strukturne uzroke: kontrolirane tvari, legalni lanci opskrbe, oduzimanje izvora prihoda kartelima. Put Švedske pokazuje: bez političke vizije za regulaciju, uvijek prijeti mantra "tvrđe, brže, deportirati" – politika koja se bori sa simptomima bez liječenja bolesti.
🇨🇦 Canada
Cannabis Legalization since 2018Canada was the first G7 country to fully legalize cannabis. The model shows how a regulated market can be built – with lessons for other countries.
The Model:
- Federal legalization with provincial implementation
- Licensed producers and retail outlets
- Strict quality controls and packaging regulations
