Health Failure

People don't die from drugs – they die from illegality. Unknown dosages, contamination, lack of medical help.

  • Fentanyl Crisis: Synthetic opioids are increasingly being mixed into other substances – without users' knowledge.
  • Adulterants: From synthetic cannabinoids to toxic additives – the illegal market has no quality control.

Objection: Doesn't regulation lead to more use?

Evidence shows the opposite: Portugal decriminalized all drugs in 2001 – use didn't increase, and among youth it actually decreased. The Netherlands has lower cannabis use rates than Germany despite coffeeshops.

Homelessness and rotting wounds are not inevitable.

Stigma Prevents Help

People with addiction problems hide out of fear of social ostracism. They seek help only when it's almost too late – or not at all. In a regulated system, they could openly seek support before the spiral begins – from professionals, not on the street.

Súčasná situácia je najhoršia ochrana mládeže: díleri nežiadajú preukaz totožnosti. Regulovaný trh s prísnym overovaním veku, kontrolovanými predajnými miestami a úprimným vzdelávaním chráni mládež lepšie ako čierny trh.
Švajčiarsko to robí od roku 1994. Ťažko závislé osoby dostávajú farmaceuticky čistý heroín pod lekárskym dohľadom. Toto dokazuje: Len regulácia VŠETKÝCH drog úplne odstraňuje ich trhy. Toto musí byť spojené s rozvojovou politikou a spravodlivými dodávateľskými reťazcami.

Society & Morality

Posielame úprimný signál: drogy sú rizikové, preto ich kontrolujeme. Toto je dôveryhodnejšie ako súčasné pokrytectvo, kde alkohol a tabak – najnebezpečnejšie drogy – sú legálne, zatiaľ čo iné zostávajú zakázané. Mladí ľudia prehliadajú rozpory. Úprimné vzdelávanie funguje lepšie ako prohibičná propaganda.

Implementation

Regulácia sa sama financuje. V súčasnosti 31+ miliárd eur ide ročne kartelom – bez kontroly kvality, bez daňových príjmov. S reguláciou všetkých drog: daňové príjmy na prevenciu, terapiu a vzdelávanie. Skoré skúsenosti s legálnymi trhmi ukazujú: podiely čierneho trhu klesajú, daňové príjmy rastú.
Existujú fungujúce modely: Portugalsko od roku 2001, švajčiarsky heroínový program od roku 1994, kanadská legalizácia kanabisu od roku 2018. Nemusíme znovu vynachádzať koleso – môžeme sa učiť zo skúseností.

Critical Objections

Štát už je v drogovom biznise – predáva alkohol a tabak, ktoré spolu spôsobujú viac ako 200 000 úmrtí ročne v EÚ. Otázka nie je, či štát reguluje drogy, ale ktoré. V súčasnosti necháva najnebezpečnejšie látky kartelom, ktoré nemajú kontrolu kvality, nemajú ochranu mládeže a nemajú pomocné služby. Regulácia nie je «hranie sa na dílera» – je to prevzatie zodpovednosti namiesto pozerania sa inam.
Správne: drogy sú nebezpečné. Ale ľudia ich aj tak konzumujú – 87 miliónov Európanov to urobilo.
